Find a picture you like

Resize it to 150 pixels in the largest dimension

Save it as a GIF or JPG that is smaller than 20480 bytes (20Kb)

Go to the UserCP/Edit Options section and upload it as a "Custom Avatar."

The picture you attached is 500 x 150. It has to 150 or less in the Largest dimension.

The limitation for an avatar are 150x150 pixels and 20480 bytes or less file size.

Animation within a gif is really nothing more than flipping between frames of an image. For example, the image below was made in photoshop, each line of text in its own layer, then imported into Adobe Imageready, which turned the layers into an animation.

There are easier ways of creating animated gifs, but you'll need to find some image editing software first. Might I suggest a trip to;
