Well, the anime is produced in Japan.... Then it's licensed by an american company, like Manga. It's generally an american company, though sometimes it's canadian.... They then dub it into english, subtitle it and any other stuff they want to do with it and release that version... And for it to get to australia, it then needs to be picked up by an australian distributor, encoded for play here and finally released here
