Deep pockets are the key, thats what gets brought to the table there and what cycling is always chasing in terms of team sponsorships. Japan only has a cycling weather gap in either the March-May zone or the September to December gap. If anything it would be the latter. A few little tour offshoots into Korea and China from time to time and off you go. Exposure potential and advertising in those markets would be attractivehaving a multi week race in Japan and attracting all the world tour teams is tough due to the logistics involved. Plus UCI has been pondering upon reorganising the race calendar. Sadly, don't see a grand tour race happening in Japan.. Giro struggles financially and Le Tour well ASO has very very deep pockets.
