Okay, it's a very nice disney/kim possible style ripoff. If you are did it for educational reasons, then you are fully supported by the law.

Linework looks pretty crisp, the proportions look correct for a stylized anime caricature.

There is no background, maybe you didn't want to draw that though... *shrug*

Clothing looks pretty mixed up. I guess that's a tie-top with the crinkle stuff running around the neckline and then round back. It looks a touch awkward. you show thickness of the crinkle at the shoulders but none on the back. :confused:

Guess that's supposed to be a half sarong she has as a bottom. Typically that's a beach wear, while the wraparound (because of the crinkle) looks more like club-wear. The shoes look a touch clunky. Its thicker at the toe than the heal, normally this is either the same thickness or thin to thick.

On a scale of 1-5, 5 being stellar:
originality - 1
vision - 3
technique - 4
impact - 2
Overall - 2.5

Technique seemed pretty good with exception to those crinkles and the left viewed shoe. Kudos on doing the hands very nicely.
Impact rates rather low because it's a blah pose, also no background.
 
Nice drawing, but it appears still to me, rather than animated.

I believe the OP was trying to describe that the subject is a hottie that might appear in an animation. JPEGs are not able to be animated. I thought the very thing at first, thinking maybe the .GIF was busted.

I think only GIFs and one other image extension can be an animated image.
