Here's what I believe:

There is already a vaccine and there is little knowledge of it. Props to the US Gov't.

Thank God Washington D.C. gives out HIV/AIDS medicine for free. That's the way it should be.

Clarification:

Before all this with the research and isolating the gene and all that, I believe the government or someone along those lines had access or knowledge about a cure or other scientific knowledge.
