Notably, the only ones concerned about skin color are progressives who use it as a weapon to try and show it's all whiteys fault when the reality is that it's the progressive/democrat ideology which is causing literacy rates to fall.

I will agree that we can do better in poor areas. What we cannot abide is acceptance of the decline in DEMOCRAT run cities. And THAT is where you should be focusing your attention instead of throwing politically idealistic bullshit everywhere in an effort to blame whitey for what he isn't doing.

Do you have any proof that Red areas take all the money? I mean beyond the general stats that Red States receive more in taxes than they pay out.

And then of course is the idea that somehow Blue areas can't prioritize their revenues in ways which actually help minorities instead of paying millions for a public toilet that breaks 2 days after it was installed. I wonder how many teachers that money could have paid for...?

White and Hispanic adults make up the largest percentage of U.S. adults with low levels of English literacy, 35 percent and 34 percent respectively (figure 3).

As was pointed out, whites as a larger percentage, only out score Black Americans by 3-4% points. But 3 to 1 in population.

Doesn't prove your contention because % of production toward GDP isn't consumption of resources. It also doesn't address how blue areas fail to prioritize and allocate what resources they have toward assisting minorities rather than squandering those resources.
