Leah swam through the cavern, knowing her father had called a meeting. Contrary to popular belief, merpeople were not always people with the lower part of their bodies like fish. They were shapeshifters, able to stay on shore for short periods of time but also able to turn into a full animal, species varying from person to person, or half-fish. At the moment, she climbed out of the water in human form, wearing a dress of seaweed.
She sat on a rock as her father called them to order. "Today, in the storm, there was a shipwreck. All of the men died save one. But this is no innocent. He is a pirate." Whispers echoed off of the cavern walls as guards dragged a man soaked to the bone to the center of the circle. Their eyes met and a look of pity came over her face.
"This man is responsible for the slaughter of many innocents in these waters and will be put on trial for what he has done. He will be kept in our prison until his trial. Leah," he spoke softly but with a commanding voice. Her eyes snapped away from the prisoner to her father. "He is injured and sick. You will nurse him back to health so we may give him a trial."
She nodded, her eyes no longer on the pirate, but on her father. "That is all for now. No one but Leah, the guards, or myself will be allowed to speak with him. You may go." Leah stood, following the guards to the prison
