There are those that argue that everything is opened up, whereas the various states can limit the process to a specific subject/amendment.

The fact remains is that it's the only way that the states can rest control back from federal over-reach. I suspect there is a 'tripwire' point, but what it is is anyone's guess.

The problem with cutting back on the overreach is the overlapping groups of those whom experience gain from the overreach. That I don't mind going after your benefit, but me and my friends will never allow you to touch our benefits...

And the States are one of those groups addicted to all sorts of Federal dollars.
