You might consider trying some good chain from the hardware store, connected with a carabiner-type thingy (also at DomDepot). It's only about $1.50 a foot, so you can make a nice collar/leash and cuffs for very little. Get the good, smooth, stainless chain, not the subpar, zinc-coated, or little chain, though.
