There is NO vote required to investigate a President for impeachment. Any committee can investigate any Presidential transgression. The ONLY vote required is a simple yes/no vote on Impeachment after all the facts are in and the bill prepared.
The "two votes required" narrative exists only within the right wing echo chamber.

Marie Yovanovitch is a fired Ambassador caught misrepresenting the foreign policy agenda of the trump administration, ostensibly believing she had a right to stay on the job as a deep state apparatchik working to subvert the foreign policy objectives of the President. There is now emerging evidence she was engaged in the illegal surveillance of American journalists investigating Ukraine and the Biden corruption affair. This is no doubt one of the reasons she was fired and why William Barr ordered Durham to expand his criminal investigations into all things Ukraine. It's highly likely she will be facing a federal criminal investigation.

As you will notice dear, Sondland did not testify. He will testify when Pelosi decides to take a vote of the whole House in order to legitimize any impeachment inquiry, as was contemplated by the founders. The Constitution states, "The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment." Nancy Pelosi, Jerrold Nadler, Adam Schiff, and Elijah Cummings, are not "The House of Representatives."
I did notice but remember the key statement made by his attorneys:
“Ambassador Sondland does not control the disposition of his documents. By federal law and regulation, the State Department has sole authority to produce such documents, and Ambassador Sondland hopes the materials will be shared with the Committees in advance of his Thursday testimony,”
So if he does testify, Schiff and his conspirators will not be getting the documents, text messages, or other privileged material they are seeking. Another thing to remember, a demand letter is not a "subpoena," and any real "subpoena" can be challenged in court. These demand letters in order to have the judicial authority of a subpoena must meet the three following criteria:
1st:“the committee’s investigation of the broad subject area must be authorized by its chamber;
2nd: “the investigation must pursue “a valid legislative purpose” but does not need to involve legislation and does not need to specify the ultimate intent of Congress;
3rd: the specific inquiries must be pertinent to the subject matter area that has been authorized for investigation.
The demand letters do not meet the first criteria, which means it must be approved by its chamber, meaning a vote of the whole House. Without judicial authority, the demand letters can be ignored by the Executive branch.

The House is "lawfully" empowered by the Constitution to issue subpoenas. A subpoena is not limited to "judicial" authoroty.
