Using PM

I apologize if this has been asked, though I could not find it anywhere.

I am new, and have tried to respond to several PM's. Each time I am told that the person does not wish the receive PM's, but from the one they sent me I am sure they expect a reply so I believe that it is a technical error. Any suggestions?
