That's the daft thing. If he or his staff break the rules it makes no difference whether they signed it or not, the same rules are broken. And that's the point of not bothering with it, it shows his contempt for the entire system. His pet judges have already said that he's exempt from the rules anyway.

Once he's declared himself dictator he gets to decide what the rules are and whether the person concerned needs shooting (dependent on how prostrate they lie before him).
