You know... sometimes I tell my wife about the conversations I have on Lit. And she assumes I'm just hounding people for upskirts and downshirts all the time. But in reality, it's just stuff like this. Why do some people say "the 101" instead of just "101"?

I'm in the office right now, so I can't do a pirate impression, but I'm saying pirate all the way.
Mostly because they probably didn't speak all that differently from the general population.
But also because I like wenches, and if I were to talk about wenches in baby talk I'd creep myself out.

Now, the book answer to all of this from Linguistics class (20 years ago), is that Californians tend to add "the" because a lot of their highway numbers are shortened versions of different types of highways. So you had "the 305 interchange" or "the 112 bypass" or something to that effect. And those simply got shortened to "the 305" or "the 112" or what have you. On the East coast we don't tend to name our highways like that. A bypass might exist for a temporary time, but not as a permanent roadway. Or if it was permanent, it would just take on the name of the old road. Like, we have "York Road," and "Old York Road," "Brandywine Road" and "Old Brandywine Road," where the "Old" roads were the originals and bypasses or newer routes were built, but then just adopted the previous road name. But there's not much that sticks around long enough for us to shorten any road names but keep the "the."
