The Geneva convention is not an ambiguous on the topic of civilian deaths. It is the responsibility of the combatants to make an effort to prevent civilian deaths regardless of enemy tactics. I understand that all civilian deaths cannot be completely avoided, butboth parties are blatantly and purposely violating parts of the Geneva convention. Hamas using people as shields, for example. Israel blocking aid to citizens, for example. Both of those examples are choices being made in spite of civilian position/involvement.

I would allow aid into Gaza and make every decision with understanding of civilian interference verified multiple times. I would ratchet up political pressure on Arab countries to pressure Hamas to surrender.
