My opinion only, but neither of the "leaders" of Israel or Hamas are interested in peace, they both want to wipe the other from the face of the earth. True, and even Israel believes some hostages might be underground. It’s a risk the Israelis apear willing to take. Those tunnels are critical for storing and transporting weapons, munitions, and fighters. The above ground elements of Hamas leadership in Khan Younis and other parts of Gaza are getting squeezed and could get forced underground which will make those tunnels even more important.
