All guns should be registered.
No one with a history of mental health issues or has a weapons ban imposed by a court of law can obtain registration for a firearm.
An individual may store a firearm only if it is unloaded, rendered inoperable by means of a secure locking device, stored in a container, receptacle or room that is kept securely locked and is constructed so that it cannot be readily be broken open or into.
It is not readily accessible to ammunition which must be stored together or separately in a container, vault or room that is kept securely locked and cannot be readily broken open or into.
Ban assault weapons and hand guns, altered guns or guns with serial numbers removed.
And that's just for starters.Eevery gun purchase made through a registered gun dealer is run though a national database to check if there is any reason the purchaser can't own a gun.
All guns will NEVER be registered, EVER. There are thousands, if not millions of guns out there that were purchased long before there ever was an ATF or background checks. Some of these guns have been in families for generations. The government doesn't even know they exist. So even if there was a national registry these would never be registered.
Your second point is already in place for felons and others restricted by court orders. The mental health issue is a sticky one as I believe it will be used illegally by corrupt lawyers, LEO's and judges to restrict the rights of law abiding citizens. I agree something must be done, but it must be completely objective and not subjective to the whims of those involved.
Sorry no. Most of my guns are locked in a safe but I live in a rural area remote from police protection by roughly an hour. Not only do we have meth heads and common thieves out here, we have coyotes, wolves, and bears. If one of my animals is in trouble, let alone myself or my wife, having to run to unlock the safe, run somewhere else to get ammunition, and then load the weapon, its too late.
True assault weapons are not commonly available to any civilian without a ton of additional paperwork and federal and local background checks. I will never support a ban on pistols simply because they are the best self defense weapon.
