Legally not prohibited nudity doesn't mean it's accepted. Accepted, tolerated nudity don't mean it's widespread. Public nudity can also be tolerated without being strictly speaking fully legal.

So they easily could be ones of the rare few who practice public nudity even if it's legal and most people would freak out.

Nudism is... well yeah, in the nutshell it's a claim it's stupid to wear any clothes when we could not, and most of the time people do wear light clothing it stands true.

As for sexuality of nudity, it is just an outfit. Sexually, there is no functional difference between schoolgirl uniform and full nudity. I don't know if you have sexual fetish for school uniform, but I do. So it can be an outfit triggering almost instant erection. Yet it's fully legal and acceptable to be worn in public. Even in rather clearly fetishizing way. And it is not on it self meant to be sexual, it don't mean the girl wearing it wants sex or anything. It doesn't entitle the viewer for anything. Yet, in certain situations it can be used for sexual play. All the difference is how, where, when, by whom it is worn. Nudity is exactly the same. It is not mundane to see strange women dance in hypersexual way. Nudity belongs to that performance, but otherwise is incidental. However, even "to see boobies" may or may not be worthwhile to go there. Nudists usually do appreciate beauty of uncovered human body, so opportunity to see few more, presumably very nice bodies may be highly appealing on its own. But I would rather suggest they're there for the performance, not strictly for some outfit or another that the performer may or not accidentally wear. Again, nudity it just an outfit, everything depends on how it is worn.
