Speaking for myself, what makes a good reluctance story is when the reluctant person secretly wants to try / do the thing they're reluctant about, but:
- Can't admit it to themselves
- Think it's forbidden / wrong
- Is worried about what it says about them as a person
- Is afraid of being judged or mocked
When done well, I think blackmail reluctance stories can also be good, if the reluctant party has harbored a secret desire in that direction, but would never have gone through with it on their own.
In other words, I like it best when committing whatever act leads to some sort of self-revelation.

The Non-con/Reluctance stories I like to read and write have two elements. First, the story should involve a choice. The protagonist should be in the position of choosing an outcome from two undesirable alternatives. Of course the selection is always the sexual alternative. Second, the story should be believable. The threat has to be realistic and within the means of the antagonist, and it must be proportionate to the sexual alternative. To put it another way, the thing the protagonist wants or the harm she is trying to avoid must be worth the cost of avoiding it. I don't care for forcible rape stories. Rather, I prefer coercion leading to sex.
