What may or may not happen varies by jurisdiction and circumstance. When rioting is accompanied by looting and arson the rioters are taking an extreme risk, particularly where arson is involved. In '93 in the aftermath of Hurricane Andrew more than a few looters were shot and killed with absolutely no legal consequences for the shooter.

In the instance I cited the POS that got shot was attacking the individual with a skate board while the individual was in the act of retreating.

An observation, apparently in the rioting 101 classes they're teaching the students to have skateboards with them. Actually a quite clever ploy. The skateboard has all the appearances of being something innocuous when in reality it can be used as a quite lethal weapon. The citizens are catching on to that one.
