First of, Elon has his interplanetary spaceport in Texas. Not by much choice, but by geographic and space launch constraints. To launch rockets to Mars, that's the best spot within US that can be had, no matter the politics. That's his primary hobby anyway, and he's personally been primarily there for over a year now I think (and I don't follow him specifically any, just occasionally skim space related news).

So it might simply be just as well about convenience for Musk personally. He has to be at Boca Chica, that's where his passion is, and shuttling over to California to manage Tesla (with, for better or worse, still depends on his personality for public relations) may eventually just become too tiring.

Tesla, they're actually neither there nor there, they're legally incorporated in Idaho I believe (I may be wrong, nor do I really know how much difference it makes). Sure, the two main US factories are in California and Texas (upcoming). In California, they're expanding an already overcrowded facilities promising 50% increase in production, so they aren't abandoning anything, just reorganizing and reporporpusing. The Texas plant as I understand is even larger, and new, so it probably makes sense top management needs to be closer there.

Also, Texas is, well, lets say interesting challenge, and if they can capture it... not only cars, there's potentially huge energy infrastructure deals to be found there, and other markets for other products. But any of that may require special attention. So the move may actually make sound business sense even before considering the fringe benefits like cheaper housing or individual income taxes.

To be fair, it’s not just LA and the Bay Area. Most of Riverside County, Orange County, San Bernardino County, San Diego County, Merced County, Kern County and other counties are shitholes too. There are some nice pockets within these counties, but more than 90% of Californians live in crowded, filthy communities.
