It is an interland province of more than 100 million people, far away from the sea, but experienced the heaviest rainfall ever recorded over the last few days, which has caused the severest flood disaster.

The same also happened in Germany, a place believed to have the best drainage system in the world. The same system built by German colonialists in China's Qingdao a century ago is now still in service, much better than the newly built ones in other cities of China.

In the flood caused by the rain, 12 people so far have been found dead being unable to get out of in the subway train which was filled with water, so it was not a question of knowing how to swim. Even a seaman will die if he cannot leave the sinking ship quickly enough.
After all, it is necessary for one to learn swimming. It is not for fun, it is for life-saving.
