The data presented in the linked post are pretty telling, but they don't really prove beyond doubt that the police (as a generalised institution) are racist. You'd need to dig more deeply into the database to show that, in specific events that had basically the same variables (e.g. with the person shot was armed/unarmed, in the middle of committing an actual crime, whether anyone else's life was threatened, etc etc), African American people were more like to be shot than white people. Without that level of analysis, these data are just as likely to be used to illustrate the 'black people commit more crime' argument. (I'm pretty sure that IS the reason for the gender-based discrepancy.)
There's a mountain of existent research to explain why black people are over-represented in criminal justice statistics. It's a much more systemic issue than just the police - although the police are obviously a huge part of it.

Yes, the fact that men commit far more violent crime than do women explains the sex discrepancy in police shootings. That is also what is at the core of the discrepancy in racial statistics of police shootings.

Cops do not interact randomly with the population, they interact primarily with criminals and violently with violent criminals. That's what is at the root of this.

That's not what I said at all, but I knew someone would read it that way. What's at the root of this is a long history of structural racism through all levels of society, including (but not limited to) to the criminal justice system. In much the same way as what's the root of the gender discrepancy is a long history of particular constructions of masculinity.

I suspect that if you dug into the data with the level of detail I suggested, you would find that African American people are more likely than white people to be shot in contexts which have all the same variables present. In fact, I'd be surprised if that research hasn't already been done - I just don't have the time to hunt it out.
