I've been advocating/supportive of decentralization since 2005. It's one of the few big L Libertarian ideals I agree with.

HR1 is just political theater. Dems. know it won't pass the Senate and even if it did, it would fail a constitutional challenge because it takes away power to run elections from the states in violation of Article 1.
