The cynic in me wonders if this is part of a last-ditch effort to save Trump from the 25th amendment. The way it's worded, only cabinet members who were confirmed by the Senate are authorised to vote on whether to force the president out. So whoever takes over for Betsy for the next 12 days (if there even is anyone) won't be able to participate.
