First, lets back off of the rhetoric about systemic racism and give the police the benefit of the doubt. After all, there are more good apples than bad in the barrel of blue.
Second, let's recognize that there is a problem that needs to be addressed. Police should not be killing unarmed civilians, period.
I suggest that the FBI make a special taskforce that will be trained to go into local police departments that have more than a certain threshold of complaints or killings, regardless of the outcomes of prosecutions. The FBI could send in teams to either supervise and retrain, or replace and train new management of troubled departments.
An official announcement of this program could be made as a warning to all police departments that if they don't manage themselves appropriately, they will be taken over and restructured by the FBI.
This will help immediately because the announcement will encourage problem departments to fix themselves before the FBI have even begun to train their taskforce. Problem officers will be reigned in within their own departments in order to avoid an FBI takeover.
There is precedence of the FBI getting involved in local policing problems over issues of race; see the 1964 Chaney, Goodman and Schwerner murder investigation in Mississippi.
All we need is an executive administration that gives a shit about the issue.
