In legal circles it is widely acknowledged that the federal government (the President) only has limited authority. The President cannot order a shut down like other countries can. (That is why Biden waffled on his pledge to shut it all down - his own legal advisors told him the President does not have that authority.)

The President does have the authority to stop Interstate travel, but that is it.

It's otherwise left up to the 50 state governors and dependent on their own state laws and constitution.

That said, if we are moving into another hazardous wave (I think its more possible than not, from everything I've read), then it will be state by state again - and this time, I suspect, far more targeted (region by region) and decided at the mayoral or county supervisor level.

I also think people forget that the purpose of the shut down was NOT to eradicate the virus. This is simply not a possible reality (as New Zealand learned). Rather, it was the give the medical system time to get ready - to flatten the curve - which it pretty much has done and is probably as ready as it's going to be.

The one thing you could have counted on with a Biden presidency would have been a consistent message that followed the science and supported the recommendations of the CDC. If governors had called for lockdowns and the science supported them, Biden would have supported them, AND supported relief packages to mitigate the financial impacts on communities in lockdown. If the Democrats controlled the senate and the White House right now, the house bill, or "heroes act", would already be signed and helping states and small businesses.

Trump's incoherent and contradictory leadership has led to Covid still being too widespread to effectively test and trace and his economic stimulus isn't helping those who need it most. Small businesses.

The stock market's doing OK though, and that's the important thing. Because the top 10% of Americans own 87% of all stocks. See a pattern here. Tax cuts for the rich. Pandemic policy for the rich. "Justice" for the rich.

Trump isn't going to militarize the effort, which is what is needed. I real leader would have done this...a wartime effort.

I think most folks understand Biden will do this on the first day.

A 50% effective rate vaccine is a miracle and no vaccine is likely to be ready until late 2021. Source: friends who occupy high levels at various drug companies throughout the country.
High effective rates just are not likely until some years in with the vaccines...their effectiveness is cumulative. So, if you know the effective rates for flu shots, you have a good idea if how difficult this is.

I can hear, speak and read. I made sure to pay attention to the President's words as he spoke throughout this whole time.
