Hong Kong was only ever leased to the UK and when the lease expired it had to be handed back. The only options the government had at the time was to make the offer they are now making to the Hong Kong citizens or to agree a deal which would kick the can down the road.
The Thatcher government had already taken British Citizenship rights away from most other ex-colonies and, like every Tory government since, were very sensitive about immigration. They took the easy option and signed a deal that they knew would not be adhered to.

1st statement is WRONG. Part of Hong Kong - the New Territories - were leased to the UK. The main island was a British Colony by conquest BUT Hong Kong was not viable if only the part the British owned was separated from the New Territories.
Hong Kong was ceded/leased to the UK as part of the settlement to end the first Opium War.
China banned the trade in Opium, the raw material for Heroin because of obvious social problems. Britain invaded China in order to continue having supplies of the drug.
Britain basically won the war and won the port of Hong Kong as a port to export their opiate. How times have changed.
The streets of Soho filled with merry drinkers in London on Saturday and the pubs of Manchester were packed as England’s hospitality sector returned from a three-month coronavirus hiatus.
“It feels amazing,” said Leo Richard Bill, a soldier, after getting through the door of one of London’s buzziest restaurants on the Thames River’s popular south bank.
Britain’s devolved structure means the pubs of Northern Ireland opened on Friday, while the ones in Wales and Scotland will have to wait for about 10 more days.
The emergency services have also warned the public not to overdo it.
West Yorkshire Police Federation chief Brian Booth said local accident and emergency departments were “akin to a circus full of drunken clowns” before the outbreak.
“We do not need this once again,” he said.
Britain’s police said Sunday that revellers who packed London’s Soho district the night pubs finally reopened made it “crystal clear” that drunk people cannot socially distance.
England’s hospitality sector sprung back to life after a three-month coronavirus hiatus on what the media dubbed as either “Super Saturday” or “Independence Day”.
Pubs and restaurants were allowed to start seating clients and barbers could get their clippers out for the first time since March.
But the head of Britain’s police federation said he ended up dealing with “naked men, happy drunks, angry drunks, fights and more angry drunks” while on shift.
“What was crystal clear is that drunk people can’t/won’t socially distance,” John Apter told London radio.

To be fair Ogg, the only interesting stat from your part of the world is how many villages disappear into the sea every year . I hope your concrete is a safe distance

Their east coast will get wiped out by La Palma collapsing, but maybe not for a hundred years or so or maybe tomorrow and they can blame the Dems. Should be a big splash that will reach the UK west coast too. I visited its extinct caldera by mistake because we got the wrong bus.
10m high battlements sound safe enough
I'm still puzzled why half of Holland has sea defences but the EA has thrown in the towel in the UK. I don't have enough geology badges to understand
Coronavirus: Number 10 contradicts Health Secretary Matt Hancock on face mask rules
after sandwich shop confusion
The PM's spokesman suggests face masks won't be mandatory in takeaway sandwich
shops - but the health secretary said they would.
15 July 2020
Downing Street has suggested face masks won't be mandatory when buying takeaway
from a sandwich shop - contradicting what Health Secretary Matt Hancock told Sky
News hours earlier.
"If there is table service, then it is not necessary to have a mask," the health secretary said.
"But in any shop you do need the mask. So, if you're going up to the counter in Pret to
buy takeaway, that is a shop - that is Pret operating as a shop.

Rules are all over the map, for dining out,in America.
Some cafes and restaurants are extremely cautious.
Some are having a free-for-all pre-coronavirus party, if it is dining alfresco.
The problem is that Dominic Cummings cannot be everywhere so politicians like Hancock don't a;ways know what their opinion is.
