Jordan should put that money into programs that would lower the single motherhood rate in the African American community. According to Wikipedia, the single motherhood rate is 72%. That would pull the lynchpin out of most of their problems.

Graduation rates would go up.
Median income would go up.
Property rates would go up.
Incarceration rates would go down.
Crime statistics would go down (murders, armed robberies, drug dealing, etc.)
