The government claims they were worried about a phone call made between Flynn and the Russian Ambassador, right? Well looking at the declassified list of names unmasking Flynn one can't find an unmasking request made on the day of the call, December 29, 2016. There's all kinds of requests but not on that day...why? How could the government know about the call if it wasn't monitored and transcribed? How was it transferred, by word of mouth, who knows? Where are the transcripts of the call? Well take a look at this on page 213 of the now declassified Andrew McCabe interview transcript. Washington (CNN)British and other European intelligence agencies intercepted communications between associates of Donald Trump and Russian officials and other Russian individuals during the campaign and passed on those communications to their US counterparts, US congressional and law enforcement and US and European intelligence sources tell CNN.

The communications were captured during routine surveillance of Russian officials and other Russians known to western intelligence. British and European intelligence agencies, including GCHQ, the British intelligence agency responsible for communications surveillance, were not proactively targeting members of the Trump team but rather picked up these communications during what's known as "incidental collection," these sources tell CNN.

The European intelligence agencies detected multiple communications over several months between the Trump associates and Russian individuals -- and passed on that intelligence to the US. The US and Britain are part of the so-called "Five Eyes" agreement (along with Canada, Australia and New Zealand), which calls for open sharing among member nations of a broad range of intelligence.

I can't know of course, but it wouldn't surprise me if that sort of cross-agency collaboration would be in fact quite common. An alternative possibilty is proactive selective sharing according to self interests, in this case, British intelligence working against Trump on their own, without previous prompt, but identifying possibly interested parties for supply.
