To answer the question, it depends on the woman, it depends on the hair...gals should make their own decision as to what looks best for them...as for me all things being equal I prefer long hair, the longer the better, but I'd also completely love short hair if she felt better with herself...there are some gals with short hair that are hot as a smoke stack...
