Congress refers to the House and Senate both, together. Since the Senate has absolutely no constitutional role in the House impeachment process, impeachment cannot in any correct way be cited as a "Congressional process".

That means if the Senate Republican majority is as repugnantly partisan as the House Democrats are currently exposing themselves to be, then that resolution will pass and the Senate will simply refuse to consider any articles of impeachment at all. Period.

Imagine both chambers of Congress - the entire Legislative branch of the federal government of the United States of America, all 535 LAWMAKERS composing it swearing on oath to "support and defend the Constitution" - literally and publicly committing perjury of those oaths by, of all Americans, not obeying the Constitution and choosing to go their own political party partisan way(s).

There exists no clearer example of literal lawlessness.
