Is is possible for a story to be rejected not on the basis of content, but on the basis of the tags attached to the story?

I've never heard of that happening, but I can certainly imagine it.
 
I think ‘rape’ is a no-no. And there are banned topics, like pedophilia, bestiality, etc.

Verboten tags are voided at the submission page. Put 'child', 'rape', and 'murder' in the tag field; hit the Preview Story button; and get the message:
The following tag(s) contain prohibbited [sic] words:
child (child)
rape (rape)
murder (murder)​
You don't have to wait for Laurel to reject those. It's automatic. Cheers!
 
If you use a tag like "rape" or "murder," the submission just won't take until you change that. It's not the same as a story being submitted and later rejected by notice of such.
 
I had a story rejected for bestiality. It mentioned animals, but did not contain bestiality. It also had the tag "animal husbandry," which was removed. I don't know if the story was rejected because of the tag or just because of a superficial scan of the story itself. I resubmitted the story without the tag and with a few minor edits to remove what might be construed as even the suggestion of bestiality. I included a note saying that although the story featured animals it did not feature or even suggest bestiality. The new version was accepted.

You can get away with bestiality with were-critters, fantasy beasts, and talking animals -- as long as people other than the MC can hear them talk. Self-delusion won't work. Your pet Basenji isn't really wheezing, "Fuck me!".

Again: forbidden tags are rejected right at the submission page. Easily fixed.

Roy was actually Leonard Sly. He's from New Jersey, like Billy the Kid. He had the late horse Trigger taxidermied, same as wonder-dog Bullet. He'd probably have had Dale Evans taxidermied too, given the chance.

Laurel is the only one who reads and approves story submissions, and with the amount people send in it would be impossible for her to read them all in detail. If she had the feeling it was going towards bestiality, she might have just rejected it based on that without actually reading the full story to find out that it in fact didn't. Adding a note like that might always be a good idea if you think there might be some misunderstanding about the contents of the story.
