Those wondering how many zeros Amazon, which is valued at nearly $800 billion, has to pay in federal taxes might be surprised to learn that its check to the IRS will read exactly $0.00.

According to a report published by the Institute on Taxation and Economic (ITEP) policy Wednesday, the e-tail/retail/tech/entertainment/everything giant won’t have to pay a cent in federal taxes for the second year in a row.

This tax-free break comes even though Amazon almost doubled its U.S. profits from $5.6 billion to $11.2 billion between 2017 and 2018.

To top it off, Amazon actually reported a $129 million 2018 federal income tax rebate—making its tax rate -1%.

Please explain to the class why "loss forwarding" is a tax scam. People typically pay taxes based on whether they make a net profit or suffer a net loss over the course of a year. The IRS, acting as implementer of tax legislation based by Congress ("we, the people...") doesn't ask us to calculate those profits and losses on a daily or weekly basis. Annual accounting is fine.

Why is Congress engaged in tax "scamming" if it chooses to calculate net profit vs. losses over a multi-year period rather than what has transpired over the course of a single year? What the hell is so sacred about a particular time frame of accounting?

Extra credit questions: For that matter, what is inherently evil (or, yes, benevolent) about taking advantage of a legal tax avoidance strategy authorized by Congress? Same question with respect to when Congress extends or withdraws loopholes and deductions as part of its effort to forge an effective tax policy?
