If however, they are more shifting things, scanning things, putting them back, they are not finding the feeling they are looking for. the deal isn't as good, it is no thrill, so they keep looking for the thrill but not finding it. you may even notice frustration, sighs, pouting, bitchy looks etc etc as they read there phone screen. That is, again, the person most likely to try something new.
I would probably start with maybe a question about what they are looking at as an icebreaker, followed with an item related joke, then with non creepy compliments, they probably don't hear them too often. Some more light joking around. and oh, I'd have picked a Target with a Starbucks inside, as it would be easier to convince a woman to walk over and keep one company for a froufrou coffee with a stranger to move on to a little deeper conversation if she wasn't actually leaving, she is still on a comfortable turf.
That is what I would look for and how a would pick up a woman at Target.
