Before 2030 it is likely there will be a Space station orbiting Mars, the most likely planet for colonization and if economic factors are positive (i.e. rape Mars for its minerals) commercial colonization could quickly follow.

But those plans are contingent on peaceful use of space, something that becoming more and more unlikely.

Yes and no. No, no ethical problem if it is done with a serious eye toward retraining those low skilled workers displaced by automation. Yes, if it's not.

No, it requires a rich society to afford it, and generally, the rich society doesn't need it. The societies that do need it can't afford it. The inevitable problem of free loaders (why work when you don't have to) is a drain on society. It would be nice if someone could craft something that distinguished between the needy and deserving and the lazy, but I have yet to see a viable solution.
