Yes, the Irish have dealt with women in the most uncivilized manner imaginable.
Savita Halappanavar's foetus died inside her but the doctors would not remove it (as that would constitute an abortion) and as a consequence, she got sepsis, multiple organ failure and died. She was 31.
Ashleigh Topley's foetus was severely malformed and again, she was forced to give birth to a dead baby with all the inherent risks to her health.
Underage girls who have been raped have been denied abortions and, in cases where this have left them suicidal, they have been given caesarian sections against their will.
Women with life threatening illnesses have been denied treatment because it could harm the foetus, often resulting in both of them dying.
So, to answer your question, yes - the way pregnant women have been treated in Ireland has been uncivilized.
That has nothing to do with Ireland's decision to overturn a ban that threatened women's lives.
Even after the change to Ireland's constitution their laws on abortion will NOT be like the US's.
