When it's Trump versus Clinton/Obama, the issue isn't black and white as much as, say, 25% versus 75%—maybe more like 60/40.

Putin was less bellicose and probably less powerful back then.

I don't know for sure what the Russians did and how much, but presumably it's in Putin's interest to bugger up the US, at least the elements of the American government less enthralled with him than say Trump, i.e. those more multicultural, pro-LGBT, pro-global trade, et al. The bromance is almost enough to cause trouble for the US.
