Arpaio's history of enforcing the law (even to the extent he overdid his enthusiasm for its enforcement) is enough to earn him consideration for a pardon.

There was no gray in his view of the law. It was black and white, you either obeyed the law or you went to jail. The fact that the world changed around him after the fact only merits his conviction to be in the same league as Tom Horn's. The sheriff repeatedly violated court orders. Tromp has never been much of a fan of an independent judiciary -- he prefers judges ruling HIS ways, although he's had to settle about 3500 lawsuits. Damn, the court system is so bothersome!

Anyway, Tromp despises justice. I expect many more pardons. Whomever Mueller indicts will be pardoned -- but then they'll lose 5th amendment immunity. If they lie or withhold, they'll have to be pardoned again, and then again, and again... We'll see matryuskha-nested pardons in coming months.
