The category winners from the monthlies is where they get the stories for the year end awards. The top so many monthly winners go in for the story of the year in that category. Pretty simple.

But you do have to ask yourself how a chapter of a story can win a story contest.

That's surely something that's been debated extensively for the monthly contests, and not what I was hoping to get clarified. For what it's worth, my nomination is not a chapter.
