It is 44.7% of the coverage predicted or off by 55.3% not "more than 100%" which is an absurd statement on its face. That said how can 14 M people currently be "forced" to buy Obama care as the WH says, but only 10.3M be covered? One of several hundred documented lies and factual contradictions from the WH recently.
