I can see it now...a camera in every room and car in the state of Texas. Good luck with that. Of course Hospitals might set up jerkoff safe zones and collect the sperm for cryogenic storage for use later. Then again, maybe not.

As an aside, I think the masturbation proposal should also include an ultrasound of your nutsack before you jack off. Who knows how many jerkoffs this might prevent.

Texas should be more forward thinking when it comes to the protection of women's reproductive health. Take California, for example...
