The order bars persons from seven Muslim-majority countries from entering the U.S. for the next 120 days. That's not strictly a "Muslim ban," since it also applies to non-Muslims, and does not affect travelers from most Muslim countries, but it's not an unfair stretch to call it that.

From what I can see, the ban is for people from a bunch of Muslim majority countries, but prioritizes religious minorities in said countries for excemption.
The question there is if that includes for instance Sunnis from Shia Iran, or if it's to be read as merely Islam vs Other.
If it's the former, then no it's not a Muslim ban. If it's the latter, then yeah it's a Muslim ban.
