I specifically remember some of the tarp money being diverted to states that supported Obama to help shore up state and local governments so that they didn't have to do layoffs which helped these those economies.

Trump should absolutely penalize California. Look at every single defense department contracted item that's built in California and just simply eliminate it.

Shutter every federal office based in California and move it to another state.

Have the GSA slash rents, or better yet sale prices on every federal government owned building in the state of California that's vacant, or will be vacated above.
