Even into the 90s, the phrase "Film at Eleven" was fairly common in newscasts. Digital video from every smartphone within five hundred yards was unheard of. What digital video that was available was 640x480 resolution and nearly useless for broadcast.
Big city TV stations had microwave links to news choppers -- so they could cover things like the "Slow-speed chase of OJ Simpson," but cities of less than a quarter million or so wouldn't have even that much "instant news." They would have to wait for a courier to physically bring videotape of remote coverage to the studios and/or wait for station lawyers to negotiate a price for "eyewitness" video.
