Not sure she was maced at that point. Looks more likely she was hit in the eye by a piece of the balloon. Though she had been maced a few moments earlier so there was probably stiil mace on it which would likely have gotten in her eye(s).

Plus she wasn't screaming, that was added to the video by the person who edited out the before and after to make it look like something it wasn't.

Whether she experienced pain or not was not was not what I focused about. If she was hurt in the process, I feel sorry for her.
But edited or not, the clip did a good job in a figurative sort of way.

It didn't it look to me like the balloon was causing much injury to the cop in his kevlar helmet, full face shield, assault vest and kevlar shoulder pads.
