Why cops hesitate to shoot when the guy the cops are thinking of shooting is black versus white is a matter of conjecture. The fact that they actually shoot less often in the same set of circumstances is not in dispute.

It also is not in dispute that black guy vs. Cop, the black guys are winning. Blacks shoot more cops per year than cops shoot black guys. Again, the why is conjecture. Maybe blacks have a quicker draw or better aim.

I couldn't say for sure that it was right at the two-thirds figure that you said but another thread Sean has I think successfully argued that blacks are disproportionately policed, contacted by a police, perhaps unnecessarily so. He attributes that partially to the war on drugs and partially to his general sense that the police look at the black population askance.

He does need to take that leap, that if poice are interacting with blacks more, and shooting less of them, racism can arguably but not definitively be attributed to the increased contact rate but not the decreased dead guy rate.
