In fairness to Texas that's Prop 13 and makes California hard to pay for.
California also has an income tax, Texas does not.
So if they want all the High Schools to have their supersized megaplex football meccas along with all the other great shit that comes with living in yuppieville N. Dallas, Houston, San Antonio or in Hipsterville Austin....they lean on the property owners. Speeding tickets can be NASTY too depending on which authority cites you too.
Like Oregon doesn't have a sales or income tax (I believe no income but not 100%) however they have some steep property taxes and if you get caught littering it's like a 21,000 dollar fine, driving and talking on the phone was like 7,000 dollar fine? LOL they get it different ways but each state gets theirs. I kinda like how Oregon takes it out on violators...hardcore.
