There's a huge blob on the radar (the remnants of Tropical Storm Bonnie) that has been slowly sliding up the LEast Coast on a southwest-to-northeast track for the last thirty-six hours.

That's why it's raining from Richmond, across the southern Chesapeake Bay, across the DelMarVa Peninsula to southern New Jersey and everything to the northwest of that line is perfectly dry.

The weather forecasters ever-so-slightly misjudged its track.
