The ROTC assemblies and drills I've seen were NOT held on a school's central quad but on a sports field at the edge of campus. BTW my US Army medic unit supported ROTC summer-camp training. Good thing them folks had unloaded weapons. Couldn't shoot for shit.

As for open-carry: A weapon strapped to one's hip or back is one thing. A firearm held in a person's hands is something else. Assume that anyone holding a weapon is ready and willing to use it, and it is loaded. Any other assumption is insane. Yes, if you see an unknown person who is NOT obviously a uniformed police officer openly holding a firearm, calling 911 is rational and necessary.

There was no "uniformed group", just two young men in camo carrying rifles. The professor reacted properly, she saw something suspicious on campus and called the police. They very easily could have been two disgruntled young men on heir way to shoot up a classroom.

These were uniformed cadets carrying near 100 year old drill rifles AND apparently the University informed it's staff about ROTC activities anyhow.

So professor really is only 1 of 2 things.
