When the Soviet Union and the Warsaw Pact ceased to exist NATO no longer had any reason for being. Accepting former Warsaw Pact countries into NATO was humiliating to Russia, and dangerously provocative.

Imagine that the Soviet Union still existed, while the United States collapsed. With the polarization and the intractable problems in the U.S. it should be easy to imagine that. Now think of how we would feel if the Soviet Union was enlisting Latin American countries into the Warsaw Pact.
